Richard S. Fiore President & Founder, Managing Director Mr. Fiore has been a member of the California State Bar since 1968. He is the Managing Director, President and founder of Fiore, Racobs & Powers. He graduated from Occidental College in Los Angeles with the degree of Bachelor of Arts (B.A.) in 1963, and from University of California, Hastings College of the Law, in San Francisco, with the degree of Juris Doctor (J.D.) in 1967. Mr. Fiore is a member of the Orange County Bar Association and its Mandatory Fee Arbitration and Mediation Committee, and a former member and Chairman of its Judiciary Committee. He completed his training as a mediator at the Harvard Law School, Program of Instruction for Lawyers, in 1997. Mr. Fiore is an elected public official to the Board of Directors of the Moulton Niguel Water District, a public agency (1977- ), and is a past member and Chairman of the Planning Committee of the Mission Viejo Municipal Advisory Council (1975-1982). He has practiced law in Orange County since 1971.
As a member of the Community Associations Institute (CAI), he has served on its National Strategic Planning Committee, Public Policy Committee (Chairman), Government and Public Affairs Council (Chairman), Credentials Council and Attorneys' Committee. Mr. Fiore is a Charter Member, and past member of the Board of Governors and Dean, of the CAI College of Community Association Lawyers. He is also an Emeritus Member, and former Delegate and Chairman, of the CAI California Legislative Action Committee, and has been a frequent member of the faculty for the National CAI Annual Community Association Law Seminar.
Mr. Fiore is a founding member of the California Association of Community Managers (CACM), and has been a speaker at numerous seminars and programs on Community Association Law sponsored by various professional organizations, including CAI at national conferences and the local chapter level, CACM, and the California State Bar Association Continuing Education of the Bar (CEB). He is a past member of the Board of Directors of the CAI Research Foundation (1994 - 1997), and has received numerous CAI National and local Chapter awards for his contributions to CAI and the Community Association industry, including the National President’s Award, Award of Excellence in Public Affairs and Outstanding Volunteer Service Award, the Research Foundation President’s Award, and the Orange County Regional Chapter May Russell and Hall of Fame Awards.
